Jefferson County Preservation Alliance to Save our Heritage

The Jefferson County Preservation Alliance to Save our Heritage (JCPASH) was organized on January 3, 2001 in order to promote county heritage and advocate adaptive reuse, not bulldozers, as the best means to maintain quality of life; to increase public awareness of history and local matters; and to increase heritage tourism dollars to help downtown Charles Town, WV merchants and the local economy.

We are pleased to announce our new web site here at savethejail.org. JCPASH has been engaged in a two-year battle to save the historic Jefferson County jail from demolition and recently won a 5-0 decision before the West Virginia Supreme Court of Appeals. The high court stayed an injunction against razing the jail pending an historic review. Nevertheless, the Jefferson County Commission voted 3-2 on February 6 to attempt to get the injunction lifted.

The web site contains information about the jail which is on the National Register of Historic places. Included is information about the jail's historical significance, links to the Supreme Court's decision, a news page, a discussion of the issues involved , and a listing of prominent local and national organizations opposing demolition including the National Trust for Historic Preservation, the US Department of the Interior, the WV Division of Culture and History, the Labor Heritage Foundation, the UMWA, the Jefferson County Historic Landmarks Commission, the Charles Town Landmarks Commission, and the Keeper of the National Register of Historic Places.

"The web site will help us to get the facts out to the public and keep them informed," said Doug Estepp, a JCPASH historian who helped develop the site. "Unfortunately, the media has done a poor job of defining the issues and informing the public on what is going on," he said. "For instance, when the Supreme Court ruled unanimously that the jail could not be demolished, the local headlines read just the opposite." The media has also chased a lot of 'red herrings' that the commission threw them," he added. "The newspapers have focused on historical debates and other non-issues when the only real issue is the law. The law says that an historic review must be conducted, the Circuit Court said a review must be conducted, and the Supreme Court said a review must be conducted, but the three pro-demolition commissioners refuse to acknowledge that," he said. "But having already prevailed at every level in the courts, we are confident that we will prevail again."

JCPASH President Carol Gallant added, "We remain committed to doing everything we can to protect this county's heritage in the face of overwhelming growth. We hope that our web site will contribute to accurate debate as these issues arise. Public officials and citizens need to cooperate in their exchange of views in order to keep our communities healthy. We hope our web site will contribute to meaningful discussion on the importance of heritage in every decision in Jefferson County."
